BoA (Board of Administrators of the Resort on Carefree Blvd.)
The Board of Administration is tasked with overseeing the operations and maintenance of The Resort on Carefree Boulevard which includes: the roads, the street lights, the common areas (entryway, lakes, conservation area), conservation areas, trash pickup, mowing of private properties and common areas and the distribution of mail. The BoA is also responsible for ensuring compliance with the ROCB Covenants and Restrictions (C&Rs), ByLaws, and Rules and Regulations. These documents can be found on the Carefree website.

ARC (Architectural Review Committee)
The Architectural Review Committee (ARC) strives to ensure the attractive appearance of properties within the ROCB. The ARC is mandated by Florida Statute and the ROCB Covenants and Restrictions. The committee is charged with the review and approval of plans submitted by the lot owner. These plans include, but are not limited to; new unit construction; exterior remodeling/alterations, improvements or add-ons, repair and restoration, and changes in landscape.
The Architectural Review Committee consists of a maximum of seven (7) ROCB property owners who are appointed by and report to the Board of Administrators. Members of the committee should have thorough knowledge of the ROCB Bylaws and Covenants and Restrictions and work in conjunction with the Environment & Grounds Committee for the good of the Carefree community.The ARC Committee tasks include:
• Meeting on a regular basis to review homeowners’ requests for approval of plans to alter the exterior of their properties. Homeowners should be notified promptly of the response to their requests.
• Maintaining and updating the ARC Handbook. Posting updated copies on the community website for owner’s review.

Bylaws/Covenants & Restrictions (C&Rs)
The Bylaws/Covenants & Restrictions Committee (C&Rs) consists of a maximum of five (5) ROCB property owners who are appointed by and who report to the Board of Administrators.
The Bylaws/C&Rs Committee tasks include:
• Advise the Board of procedures, decisions, or actions which may be counter to the Bylaws/C&Rs
• Ensure that the Bylaws and Covenants & Restrictions comply with Florida Statute 720.
• The Declaration of Covenants and Restrictions is a legal document of the Community Association. It is governed by Chapter 720 of the Florida Statutes. The Covenant & Restrictions govern usage of the real property of the Resort on Carefree Boulevard, including privately owned lots, general common ground areas, maintenance common areas, conservation areas, and community service systems. Additionally, the Covenant & Restrictions oversee the appearance of the community and outline guidelines for all buildings and landscaping in the community. The Covenant & Restrictions outline governance of The Resort on Carefree Boulevard Homeowners Association, including guidelines for the Board of Administrators and the rights and obligations of property owners.

Environment & Grounds (E&G)
The Environment and Grounds Committee (E&G) exists to ensure oversight and compliance with the agreement between the ROCB and South Florida Water Management (SFWM). The E&G Committee is charged with facilitating compliance with all requirements pertaining to the common and conservation property within the Resort. Non-compliance could result in fines being issued.
The E&G Committee consists of a maximum of thirteen (13) ROCB property owners who are appointed by and who report to the Board of Administrators. Members of the committee become familiar with the particulars of the SFWM agreement, including the necessity of maintaining the land and water areas in their natural state within the conservation areas and the restrictions regarding building, planting, or removal of plant material therein. They should also be aware of the current long range plan in which professionals maintain the conservation areas and lakes in compliance with SFWM.
The E&G Committee tasks include:
• Maintain and update the Environment & Grounds Handbook. Post updated copies on the community website for homeowners’ information and use.
• Assist in educating ROCB residents regarding the limitations imposed under the SFWM agreement and the impact of common ground management on the conservation areas. Also, encourage the planting of additional native trees within the ROCB. Consider hosting presentations regarding best management practices concerning landscaping (planting, pruning, fertilizing, water usage, mulching, etc.), identification of and response to native wildlife, pest management, improving wildlife habitat, etc.
• Meet as needed to review and respond to residents’ requests for alterations to common ground.
• Periodically check the conservation/common areas and lakes to ensure members haven’t inadvertently altered the land or watershed in any way that would conflict with the SFWM agreement.
• Periodically meet with the contracted professionals regarding removal or planting of vegetation in the conservation areas and lakes, as well as any other concerns regarding proper management of these areas.

Finance Committee
The ROCB Finance Committee exists in order to ensure the continued financial viability and integrity of the ROCB Homeowners Association.
The Finance Committee consists of a maximum of five (5) ROCB property owners who are appointed by and who report to the Board of Administrators. The treasurer of the BoA serves as liaison to the Finance Committee.
The Finance Committee tasks include:
• Oversee the annual budget process.
• Oversee the Reserve Study.
• Asset Allocation.
• Monitor on-going dues structure.
• Assist with revenue generating opportunities.
• Offer “big picture” recommendations.

Fining Committee
The Fining Committee consists of at least three (3) ROCB property owners who are appointed by the Board of Administrators.
Fining Committee tasks include:
• Review fines proposed by the Board of Administrators.
• Decide if they agree with the proposed fine.
Fining Committee members are selected for each alleged violation.
Election Committee
The Election Committee consists of a maximum of five (5) ROCB property owners who are appointed by and who report to the Board of Administrators and assumes the following tasks:
• Responsibility for running the annual election of Board of Administrators.
• Meet in April to organize the committee.
• Prepare a timeline for the pertinent events that occur in the election process and ensure that they are carried out.
• Familiarize themselves with the basic qualifications for the Board membership.
• Recruit candidates and, in the process, provide an opportunity for members to obtain information that would assist them in making a decision to run.
• Arrange a Meet and Greet forum at which the candidates can be interviewed by the membership.
• When there are more candidates than open positions, a ballot must be prepared that will be used at the Annual Meeting.
• Count the ballots using the procedures and forms as outlined in the BoA Handbook.

Welcome Committee
The ROCB Welcome Committee exists in order to welcome new property owners to the community and to assist them in understanding the various responsibilities of being part of the ROCB Homeowners Association.
The Welcome Committee consists of a maximum of nine (9) ROCB property owners who are appointed by and who report to the Board of Administrators. Members of the committee should have knowledge of the Bylaws/C&Rs, Policies and the ARC and E&G Handbook.
The Welcome Committee tasks include:
• Ensure that all new owners are welcomed into the ROCB community.
• Provide new owners with the ROCB Homeowners Handbook and review locations of ROCB documents such as the Bylaws/C&Rs, Policies, and the ARC and E&G Handbook, as well as answer questions new homeowners might have.
• Sponsor an annual “Meet and Greet” event for new owners.

BoD (Board of Directors of the Carefree Clubhouse Corporation)
Mission Statement: To conduct the business of the Carefree Clubhouse Corporation on behalf of its members in an efficient and effective manner.
The Board of Directors is tasked with overseeing the operation and maintenance of the Carefree Clubhouse which includes: the Clubhouse, the pool area, the shuffleboard courts, the tennis/pickleball courts, the bocce court, the Clubhouse parking lot and the common area beside the bocce court. The BoD is also responsible for protecting the private club status of the Clubhouse as well as ensuring compliance with the CCC Bylaws and Policies. Arts Committee
The Board of Directors has charged the Arts Committee with the following tasks:
• Create an Arts program to encourage Clubhouse members to explore their creativity.
• Develop methods for funding the program, including purchase and maintenance of equipment specifically used for arts and crafts.
• Provide opportunities for artists to advance their skills and share them with others.
• Foster emergent Arts activities/events by identifying fledging creative endeavors.

Bylaws Committee
The Bylaws Committee tasks include:
• Advise the Board of procedures, decisions, or actions which may be counter to the Bylaws.
• Review input from members, staff, and Board on perceived problems with the existing Bylaws. Formulate recommendations and present to the Board.
• Ensure that the Bylaws comply with Florida Statute 617 and the Corporation’s Articles of Incorporation and IRS 501 (c) (7) rules.

Education Committee
The Board of Directors has charged the Education Committee with the following tasks:
• Determine the educational interests of Clubhouse members.
• Provide appropriate educational events to address members’ interests.
• Respond to educational requests from the Board of Directors, the General Manager Committees, and members.

Events Committee –
The Board of Directors has charged the Events Committee with the following tasks:
• Facilitate and/or arrange a balanced mix of, entertainment and cultural events and activities.
• Ensure a flow of information regarding activities and events among the other committees, the General Manager, the Board of Directors, and the membership.
• Coordinate and collaborate with other committees, by providing support activities/events that coincide with other committees’ events as needed.
• Assist the General Manager in the coordination and development of the events calendar. The calendar would be comprised of events and activities, in number and mix which will meet the needs of the membership.
• Establish ad hoc sub-committees to plan various events, activities, and special projects as needed and desired.
• When requested by the General Manager, provide assistance to a Clubhouse member who wishes to provide an activity or event that is in line with the committee’s charge.
• Evaluate the success of all events and activities.

Finance Committee
The CCC Finance Committee exists in order to ensure the continued financial viability and integrity of the Carefree Clubhouse.
The Finance Committee is appointed by the Board of Directors and consists of community members with strong business/accounting experience. The Treasurer of the BoD serves as liaison to the Finance Committee.
The Finance Committee tasks included:
• Oversee the annual operations budget preparation and distribute to members.
• Ensure that the Reserve Study is updated annually and incorporated into the budget.
• Work with the General Manager to monitor financial reports.
• Ensure that members are advised of the financial status of the Clubhouse on an annual basis at minimum.
• Work with the General Manager and Committee Treasurers on budgeting, reporting, and auditing of Leisure Funds.
• Advise the BoD on financial policies, procedures and financial decisions.

Membership Committee
The Membership Committee exists in order to evaluate and recommend women nominated for membership to Carefree Clubhouse Corporation.
The Membership Committee is appointed by the Board of Directors and consists of five (5) Clubhouse members. The Chair of the BoD serves as liaison to the Membership Committee. Members of the committee should have knowledge of the Bylaws and private club guidelines (501 (c)(7)).
The Membership Committee tasks include:
• Ensuring that all candidates have submitted a complete nomination form including documents confirming age and gender; nominations from two owner members; and documentation confirming lot affiliation in compliance with the bylaws.
• Interviewing prospective members to assess their compatibility with the current membership.

Election Committee
The Election Committee is elected by the Clubhouse Membership and assumes the following tasks:
• Responsibility for running the annual election of Board of Directors.
• Meet in October to organize the committee.
• Prepare a timeline for the pertinent events that occur in the election process and ensure that they are carried out.
• Familiarize themselves with the basic qualifications for the Board membership.
• Recruit candidates and, in the process, provide an opportunity for members to obtain information that would assist them in making a decision to run.
• Arrange a Meet and Greet forum at which the candidates can be interviewed by the membership.
• If there are more candidates than open positions, a ballot must be prepared that will be used at the Annual Meeting.
• Count the ballots.
• Responsibility for managing the counting of ballots for elections, budget approvals, and bylaw changes. The procedures to be followed and the forms to be used are available in the BoD Handbook.

Sports & Recreation Committee
The Board of Directors has charged the Sports & Recreation Committee with the following tasks:
• Facilitate and encourage participation in sports and recreation at the Carefree Clubhouse and in the Fort Myers area.
• Promote the use of all facilities at the Carefree Clubhouse.
• Establish a list of contacts and information for each activity for owners, renters, and guests who wish to participate in various activities.
• Promote a healthy and fit way of life for our community.
• Encourage the membership to express ideas for new sports and/or recreational activities appropriate for the membership and provide assistance in setting up the activity with them.

Members of the ROCB (The Resort on Carefree Blvd.)
To be a Member of the ROCB you must be the legal owner of a Lot at The Resort on Carefree Boulevard.
Members of the CCC (Carefree Clubhouse Corporation)
To be a Member of the CCC you must be a woman, as identified by any valid and current official governmental photo identification such as a driver's license, passport, military identification or equivalent document. She may be of any race, creed or sexual orientation. She must be at least twenty-one years of age. To apply for CCC Membership contact the Carefree office.
There are two classes of Membership:
1. Owner Members
2. Courtesy Members
Courtesy Members include:
a. Special Courtesy Members - domestic partners of Owner Members
b. Resident Courtesy Members - renters whose legal place of residence is at The Resort
c. Regular Courtesy Members - women who stay at The Resort overnight and are either renting property at The Resort or who are sponsored by an Owner Member in good standing.
